Booting with "nomodeset" parameter prevents this.
I don't see anything in Bugzilla, but I'm finding it hard to believe I'm the only one with the problem.

After installation of F18 from DVD and an update, several Dell Optiplex
755's failed on reboot with a garbled display and frozen system. These
all have the "Intel Corporation 82Q35 Express Integrated Graphics
Controller (rev 02)" display controllers.
