Rawhide doesn't inherit from updates-testing. The builds need to make it to stable before they get into rawhide.
I have tried thinking about this and there are downsides to various possible inheritance strategies. From a keep it simple perspective, the best thing would be for people to do rawhide builds. But a significant fraction of our packagers to want to spend the extra effort to do that.
