I myself discovered lots of issues. But after running `remove-retired-packages` **before** running the `dnf distro-sync` it boils down to these three:

Problem 1: installed package ant-openjdk21-1.10.15-32.fc43.noarch requires java-21-openjdk-headless, but none of the providers can be installed  - java-21-openjdk-headless-1:21.0.10.0.7-2.fc43.x86_64 does not belong to a distupgrade repository
 - problem with installed package
Problem 2: installed package kdelibs-webkit-6:4.14.38-49.fc43.x86_64 requires kdelibs(x86-64) = 6:4.14.38-49.fc43, but none of the providers can be installed  - kdelibs-6:4.14.38-49.fc43.x86_64 does not belong to a distupgrade repository
 - problem with installed package
Problem 3: cannot install both ldc-libs-1:1.41.0-3.fc44.x86_64 from fedora and ldc-libs-1:1.42.0-2.fc44.x86_64 from updates-testing  - package glibd-2.4.3-7.fc44.x86_64 from fedora requires libdruntime-ldc-shared.so.111()(64bit), but none of the providers can be installed  - package glibd-2.4.3-7.fc44.x86_64 from fedora requires libphobos2-ldc-shared.so.111()(64bit), but none of the providers can be installed  - cannot install the best update candidate for package ldc-libs-1:1.40.0-3.fc42.x86_64  - cannot install the best update candidate for package glibd-2.4.3-4.fc42.x86_64
You can try to add to command line:

I will open 3 issues in BZ for each specific component.

As tested with "LC_ALL=en_US.UTF-8 dnf --releasever=44 --enablerepo=*-testing -- assumeno --best distro-sync"


Transaction Summary:
 Installing:       105 packages
 Reinstalling:       1 package
 Upgrading:       3927 packages
 Replacing:       3945 packages
 Removing:           5 packages
 Downgrading:        6 packages

Total size of inbound packages is 8 GiB. Need to download 8 GiB.
After this operation, 2 GiB will be freed (install 23 GiB, remove 25 GiB).
Operation aborted by the user.

As expected RPM Fusion updates-released mirrors are currently inactive.
