It's perhaps low traffic, but definitively not deserted.
You have not received a reply for your email asking if somebody is interested
to package something [1]. Unfortunately that probably means they are not.
The Python SIG is a group of people, mostly packagers, that have their
different priorities and interests. I am afraid that requests for new packages
will usually not be answered unless other members of the Python SIG actually
share the interests of the requester.
who is to ask for a new sub-package?
Perhaps try the maintainer of the vosk-api package? E.g. via Bugzilla [2].
