I don't understand where this message is coming from. Do you maybe have some
local sysctl.d config? ('systemd-analyze cat-config sysctl.d --tldr |rg
forward' ?)
(The changes that pngd mentioned in the other reply are not the cause
of this, IIUC. They happened earlier.)
