the gnome-software has a plugin to install the langpacks:
https://gitlab.gnome.org/GNOME/gnome-software/-/blob/b41883c9e329342c2888ca863b5f641a477e9ea2/plugins/fedora-langpacks/gs-plugin-fedora-langpacks.c
It asks to install langpacks based on the locale the app is started
with, shortly after its start.
I do not know whether KDE Discover has anything similar.
