Proposing to switching RPMs to make use of reuse.software syntax
is a huge can of worms with no plausibly predictable date when
it could benefit maintainers, if ever.
Using %dnl for comments inside %shrink{...} is a trivial thing
that appears usable for maintainers today, with no blocking
factors in terms of packaging guidelines. If it makes someone's
life easier as a maintainer, I'd say go for it. There's no obvious
downside, and plausible upside.
