The weird thing is that doing `dnf clean all; dnf update` right around
the time I sent out my first email asking about this got me *nothing*.
Repeating `dnf update` right now, after checking package versions, did
get me updated packages for
mock-core-configs-41.2-1.fc40.noarch
and
distribution-gpg-keys-1.105-1.fc40.noarch
So my guess was partially correct, updated versions for these things
were in the process of "percolating" through whatever mirrors dnf
managed to reach when I checked earlier, and I was simply trying to
run my mock build at the wrong time.
