Yes, finally! It is time to shelve the last vestiges of the failed
"Modularity by default" project.
Users who really want Modularity can just opt in. But I think it usually
makes more sense to deliver alternative versions in different ways that are
not subject to the kind of version conflicts modules can cause (i.e.,
libraries as parallel-installable compatibility libraries, leaf packages
through Copr).
