Thanks for responding. So, this appeared to have worked now:
dnf update fedora-gpg-keys
dnf update fedora-repos --release 37
(--release 38 made no difference for now). And now this works, because
gpg-pubkey-eb10b464-6202d9c6 is now installed:
$ dnf download --assumeyes --releasever=rawhide zip
$ rpm -K zip*rpm --verbose
zip-3.0-33.fc37.x86_64.rpm:
Header V4 RSA/SHA256 Signature, key ID eb10b464: OK
Header SHA256 digest: OK
Header SHA1 digest: OK
Payload SHA256 digest: OK
V4 RSA/SHA256 Signature, key ID eb10b464: OK
MD5 digest: OK
No nogpgcheck needed, thanks! :-)
(Oh, the zip package still says fc37, but I assume that's the effect of the
recent branching. But "system-upgrade" worked and this VM is now running a
proper rawhide system.)
