I finally found some time to clean up my script for this and put it up at https://pagure.io/fedora-sig-onboard . This takes care of adding the SIG to the package ACL, set the BZ assignee and add the package to Anitya with the right settings. It's pretty hacky and has minimal error checking at the moment, but hopefully it can be useful to others as well.
