The file exists in libavformat-free-devel in F36 with the latest build (/usr/include/ffmpeg/libavformat/avformat.h). The ffmpeg include directory you set at build time is wrong. It should be /usr/include/ffmpeg. Then the files will be detected properly. CMake reports in the build log that it couldn't find them, but doesn't abort because of it.
