After upgrading to f36, a dnf upgrade resulted in 156 packages to
upgrade, including swtpm. This resulted in the following errors:

So it looks like this same package failed to upgrade originally during
the `sudo dnf system-upgrade reboot` transaction. (This is a headless
system and I did not review the dnf logs after the upgrade.)
