It's only beneficial for snapshots if you believe that only /usr
matters, which I don't believe is true.  It is not neutral, because it
does change things from long-standing defaults.

It's also a change away from upstream, which normally I thought Fedora
preferred to avoid unless there's a significantly compelling reason.
