We had to disable the Java bindings because of missing dependencies.

I already announced another protobuf 3.19.0 update and rebuild and on
top of it there is PR open to enable the Java bindings again:

https://src.fedoraproject.org/rpms/protobuf/pull-request/8

So maybe mysql-connector-java can be rebuild again once the above PR has
been merged.
