Guile support in GNU packages is a goal of the GNU project, I think. Where Guile is used as a scripting language for a larger program, its use is generally optional. And it is unlikely that this optional support will be removed upstream. Given that, “do what upstream does” doesn't really help to solve settle the matter in Fedora.
