The caret syntax a semi-recent rpm addition (2 years old at this point?).
Packaging guidelines don't currently specify caret usage, but there's
a ticket open to add that [1].

General usage of ~ and ^ in versions is (most likely) coming soon. So
Nexus will have to adjust anyway. The sooner the better.
