I think Hans is suggesting that these services are enabled on demand based on 
events, e.g. modemmanager only starting when a modem is present, rather than 
simply set to enabled (or disabled) by default. Perhaps that's not possible, 
but I don't think Hans is asking for services to simply be pruned at the 
expense of other users.
