This issue was a result of using autopush. See also: https://bodhi.fedoraproject.org/updates/FEDORA-2021-5da509fd8e#comment-1807700 A maintainer would normally not manually push an update before the library update it depends on, the autopush logic was what made that accident happen. Another autopush issue has just happened on F32: https://pagure.io/releng/issue/9943 We don't need more automagic, it will only make things worse. We need sentient beings taking care of pushes.
