Sorry, I think you negligently underestimate the importance of Java packages. Even for a 'simple' Tomcat you need system management infrastructure, log file management, consistency with other programs and libraries, update management and much more. Neither a download of an Apache Binary nor maven can help. Maven is great if you need libraries for development, and perhaps for updating individual libraries in a running system. We urgently need a solution for the listed problems.
