That is the default yes, but you can configure it differently in the Bodhi
web interface if you choose.

Check out the EPEL Guidelines if you're unsure [1][2].

Personally, I disable all automatic pushing to stable for EPEL, because I
try to align updates there with major updates to the underlying CentOS/RHEL
release & give it enough time in Fedora to iron out any issues - the package
will still be available in the testing repo for those who like to try it
early.
