IMHO, removing working packages from users' systems just because the new
release no longer ships them is entirely unnecessary and a total disservice
to users.

Is this actually honored by all tools, including PackageKit? (Last I
checked, PackageKit ignored dnf.conf entirely.) The opt-out needs to work
with PackageKit to be of any use.
