Yeah, I don't think you are the only one. Most EPEL 8 users do not need anything from PowerTools so it goes pretty much unnoticed. I got 3 or 4 bug reports about this when I added certbot to EPEL 8 and it required python3-mock from PowerTools. (The good thing was that this prompted upstream to change its code.
