You'll need to unretire and probably fix libqxt, as it installed the pc
file in
%{_libdir}/qt5/plugins/designer/pkgconfig/QxtDesignerPlugins-qt5.pc
which should probably be
%{_libdir}/pkgconfig/QxtDesignerPlugins-qt5.pc
