The page went away because it had not 'worked' but people thought it did. The page 'worked' back when package workflow was more manual on the side of release engineering but actually had not been 'used' even before pkgdb was retired (as that had automated a lot of things which the page covered.) I don't know how it would work in today's branching but I am probably missing something obvious.
