This is a know bug:
https://bugzilla.redhat.com/show_bug.cgi?id=1733862
Basically fedpkg is trying to add patterns into the file to ignore some
commonly created files (but without polluting commit history).

On my machine git creates the file on any clone. How did you manage to
configure it to not do so?
That being said, it's still a bug and should be fixed.
