According to the Fedora 30 schedule[1], the deadline for Changes to be code complete (i.e. testable enough for beta) is Tuesday 19 February. At this time, all Changes should be testable and tracker bugs should be set to the MODIFIED state. For more information on this deadline, see the wiki[2].
