In fact it isn't, the requirements are functional, not linked to
implementation details: we require that graphical installs boot to a
working desktop, we don't get into the details of what the display
server should be.

In any case, I rather doubt this is a general issue. I rebooted this
system 8 days ago and it's certainly running Wayland. I just booted up
the RC-1.4 Workstation live in a VM, and it's running Wayland.

There are some specific hardware configurations on which the Wayland
session will *intentionally* downgrade to X, and when the Wayland
session fails to start correctly, it will automatically retry with an X
session; you might be running into one of these cases.
