Since this thread, I was in touch with the maintainer of Test-Unit. I got co-maintainer permissions and have made a release with just enough changes to work on a modern perl. You can find it here: https://metacpan.org/release/RJBS/Test-Unit-0.26
It's what you should be getting from a normal CPAN installer, now. I will look at any further changes from the Debian port in the near future, but my goal here was just to make this work out of the box, not to become a maintainer of this library!
