./configure <options>

make

Just like on linux. ;)

The cygwin folks have a number of patches for building on 2.1.27 I'm
guessing will need to be reviewed.

Cygwin won't help in my case. I'm required to build this library for an
existing software system that is running on native Windows 10.  Thanks
though.
