When filing a new ICLA with a digital signature, workbench does not check for
duplicate entry with no signature file.
For example, when filing Joe Schmo's icla under joe-schmo/icla.pdf and
icla.pdf.asc, there may already be joe-schmo.pdf which is a name conflict.
This should be an error reported to the user before the document is filed.
