I'd like to discuss a alternate suggestion: building up a secretarial team. People who work together to ensure that the records of the foundation are in sync. Those people would be listed in https://whimsy.apache.org/roster/group/asf-secretary and therefore have access to considerably more than the ability to help out with this one specific type of request. They could even file ICLAs (as I have been doing while Craig is on vacation). - Sam Ruby
