SA workbench icla form if file name is left blank (file) action does the wrong
thing. It should report an error and do nothing.
It moves the subject document from documents/received/xxx.pdf to
documents/iclas/xxx.pdf. And it modifies iclas.txt with field 5 left blank. And
it never completes. It appears to hang.
If the file name is subsequently filled and (file) is entered again, the
erroneous actions are visible.
