Change the treatment of unsigned documents.
Promote "unsigned" to a top level selection, along with icla, grant, ccla.
The menu for unsigned includes:
Name: <filled from the email "from" name>
PMC:
Podling:
When "unsigned" is committed, email is sent to: Name, cc: everyone on the
original cc list plus private@PMC plus [email protected].
Subject: re: original subject
Dear Name,
We received your document but cannot process it because it is not signed.
Please refer to http://apache.org/licenses/#submitting and resubmit to
[email protected].
