I think both process burden and the proposed timelines to get it done are adequate. I'm fully supportive of what is proposed here. I think the only missing guidance IMHO - especially for new members in the community - is how to make sure a committer is actually going to show up and shepherd the incoming proposals? I'm mostly curious on the Discuss part of it, because the forum is less structured than GitHub. Apart from this tactical question, the proposal seems very good.
