Description:
The broker config and topic config in tube master need to be consistent with
tube manager, so version control is vital.
tubemq should provide the ability to support:
# query broker config and version
# query topic config and version
# update \ add broker config and version
# update \ add topic config and version
# delete broker config and version
# delete topic config and version
# brokerId need to be returned when created
