I've made this a draft as I know the following still need to be done:
- remove the UI from the finish phase
- reorganise the code so that it's not in `shared.finish` any more
Also, possibly - I can't see any extra uses of `shared.web.check`. It used
to be used by `get/compose` and `get/vote` but I think it's only compose now -
any issue if I move that logic out of shared and back to `compose.py`?
