   Let's re-iterate when and how this should be done.
   
   - [ ] When deleting or archiving a project.
   - [ ] When archiving a release outside of making a new, replacement release.
   - [ ] When bypassing release approval if MANUAL_VOTE is True.
   - [ ] When using a VOTE time period shorter than 72 hours.
   
   Here are the steps.
   
   1. Take the action in ATR.
   2. A page form is displayed with these fields. `access_check_committee` 
guarded.
       - Static description of the activity requiring confirmation.
       - Email thread with evidence the action has been discussed on a mailing 
list.
       - Static committee's private mailing.
   3. Post of the form creates an email to the PMC's private mailing list.
       - Using a common template
       - Subject based on activity
       - Body with a list of email threads and a description. Most importantly 
there is an approval button with a special url with an encoded url.
   4. When the email approval button is pressed a page is displayed which 
requires `access_check_committee`. This should look like the form in 2. When 
Approval is pressed the action is performed.
