We will need to be able to commit change to the svn dist repository.
We need to assure we have:
1. `atr-svn-dist` or similar atr svn role user account.
2. This account has full permissions to write to the whole dist/releases
tree.
3. Find out if we can follow the agenda_server approach to both
- test access.
- svnmucc to commit on with role user by record the `self.asf_uid`
