   The reason to block a signing keys' deletion from a committee's KEYS is if 
it has been used to sign artifacts. I think that should be based on (a) current 
releases, but it could be (b) any release. If it is (a) then we need to do a 
census on svn dist, but if (b) the census is on the archive system.
   
   So, deletion is a two step process.
   1. Committee associations
   2. User's PGP.
