The longer answer is you'll need to get yourself set up with a development environment where you can build Tomcat to test your changes before you create the patch. Having a look at BUILDING.txt in the root of the svn repository for trunk (https://svn.apache.org/repos/asf/tomcat/trunk) is a good place to start and ask here of you need any help.
