Description:
This issue is the same as MTOMCAT-210. In a multi-module project, if any of
the modules has a dependency on the {{test-jar}} of another, the Tomcat7 Maven
plugin fails to start Tomcat.
Tomcat6 plugin does not suffer from this problem.
Attached is a sample project that reproduces the issue. Run it as {{mvn clean
tomcat7:run}} to see the problem. {{mvn clean test-compile tomcat7:run}} runs
fine (which is expected because in this case the test dependencies are on the
classpath).
