So much for my plan to do this at the beginning of the month. I plan to tag 8.0.21 just as soon as the release vote for Tomcat Native 1.1.33 passes (or if that vote fails once we have an updated Tomcat Native with Windows binaries built with the latest OpenSSL 1.0.1 release).
