You need to be a committer for your vote to be binding (and to record it
in the status file) but we welcome constructive feedback from anyone. If
you test it, let us know the results.

If you look back in the archives you'll find a number of instances of
contributors (i.e. folks who aren't committers) reporting issues with a
proposed release that trigger the release vote to be cancelled.
