The spec says that \$ is the escape, not \${.
There are multiple sets of escaping rules at play in a JSP page and things can
get complex quickly.
If you have a test case that demonstrates non-compliance with the spec then
please feel free to re-open this issue with that test case attached and we'll
take a look.
