Our use case for this is a multi module project with one overlay module (with
war packaging) and other war modules that use the first one as an overlay.

So app1-war and app2-war uses overlay-war as a war-type dependency to use it as
an overlay.
We want to use the tomcat-maven-plugin to deploy/redeploy/undeploy app1-war and
app2-war to a Tomcat instance. However we do not want to
deploy/redeploy/undeploy overlay-war.
This could be fixed by adding a skip parameter that we could apply to the
overlay-war configuration. There is a skip parameter already in the plugin for
other goals like "run".
