The Manager web application uses this API and is known to work successfully.
See the following line in HTMLManagerServlet:
> warPart.write(file.getAbsolutePath());
I think you are doing something wrong. Ask for help on the users mailing list,
or provide specific steps (and working example) to reproduce this issue.
