I think that formally we need to do a vote to release that. If it is b. then files downloaded from Maven will have some different filename. If it is c. then there will be some versioning mess, with files such as ecj-8.0.9.jar being downloaded and used somewhere. I expect people to be able to upgrade their ecj.jar at any time, if there are problems.
