If validation is enabled for web.xml, this application will fail to start.
If the correct syntax is used then 8.0.x correctly disables EL for Servlet 2.3
apps and enables EL for Servlet 3.0 apps.
The use case of invalid XML and validation disabled is not one that we should
be spending time on trying to make the behaviour consistent across Tomcat
versions.
