Changes to make Jasper more separable from Tomcat
These are the changes that the jetty project has made to make it easier to
consume Jasper from apache.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/gregw/tomcat trunk

https://github.com/apache/tomcat/pull/4.patch
